Thanks Do you have a means of testing voltage (to see if there is power in the headlamp fuses)?

Expert:  Toyota Service replied 2 years ago.
The reason I ask is because if you do not have power at the headlamp fuses, with the light switch turned on, we can suspect a failed headlamp relay. If you do have power, then the relay is ok and we have a ground application issue; this is most likely a bad headlamp switch. The headlamp switch provides a ground to activate the headlamp relay, which sends power to the headlamp fuses. The headlamp switch also provides a ground for the headlamp bulbs. You could also have issues with the headlamp bulbs or their wire connectors.
