I have a 2000 toyota solara and the 10a fuse keeps blowing

I have a 2000 toyota solara and the 10a fuse keeps blowing every time I turn on the head lights. I have taken out all of the lights and the fuse still blew. All the wires in the trunk are in good condition and i have replaced the switch that controls the
headlights.I replaced the lamp failure sensor and the fuse kept blowing. Is there anything that I can do to get this fixed?

I can probably help you find this short, but first could you tell me which 10A fuse keeps blowing? Is it the one marked "Tail" in the instrument panel fuse box?
