Engine rotation tight when#2&3 at top of stroke

Customer Question

1998 Camry LE 4 cyl 2.2 L 5S-FE .... Prior to beginning, removed spark plugs to remove compression, verified TDC. Replaced oil pump shaft seal and housing O-Ring. Replaced timing belt. Verified TDC again.... Begin to replace connecting rod bearings. Applying oil to crank journal and bearing surfaces. Replaced #3 & #2 . Suddenly I can't rotate full 360 degrees. With #2 and #3 at top stroke it is tight. I can change direction if rotation, and it turns freely to bottom of stroke. Then when back at top of stroke, tight and will not turn any more. What have I missed??? Did I not time the oil pump correctly??  Someone Please help....
