Unless the driver/operator of the equipment was negligent in some way, the person that did not give right away to the equipment would be 100% liable for any and all accidents resulting from them not following the rules of the road.
What is the law regarding left turn arrows, when a person is in the process of making a left turn while the arrow is green and the arrow turned red before the person could finish the turn?If there is a red light camera at the intersection, then the person may be able to prove that they were in the middle of the turn when the red light camera took the picture, but the turn had started out when the light was green. Since the person was in the middle of the intersection when the light turned red, they could not just stop in the middle of the intersection and block traffic from going. The court can look at the camera, which in most cases has a video camera built in, and determine if the person was indeed in motion before the light turned red.

Vehicles approaching or entering intersection (a) When two vehicles approach or enter an intersection from different highways at approximately the same time, the driver of the vehicle on the left shall yield the right of way to the vehicle on the right, provided that when a vehicle approaches or enters an intersection with no stop signs or other traffic-control devices from a highway that terminates at the intersection, the driver of that vehicle shall yield the right of way to the other vehicle, whether the latter vehicle be on such driver's right or left. When two vehicles approach or enter an intersection with an inoperative traffic light, the driver of each vehicle shall be required to stop in the same manner as if a stop sign were facing in each direction at the intersection. When a flashing indication is given, the driver shall stop for the flashing red signal and exhibit caution while passing through a flashing yellow indication. (b) The right of way rule declared in subsection (a) of this Code section is modified at through highways and otherwise as stated in this chapter.
