Your each month's payment goes through the same process. It is just because it is smooth and you did not feel it. Usually, the SSA payment will have one month schedule for distribution. Now, everyone is getting it at the same time. So, it will take several days to go through to your debit card.
You can check with your direct debit card to follow up.
This can happen also if you use a tax return preparer or tax software's financial institution to process your tax refund before it is sent the remaining amount to your account or your card. In that case, you contact the return preparer.

Part II.
There are several possible reasons why the money has not come to you. It is possible that that bank returned all the money back to the IRS and refused to do the distribution for the IRS. Or the financial institution could not get a hold of you and had to return the money back to the IRS.
Then, the IRS would issue a paper check or debit card to send to you. If the check cannot be delivered to you for some reason, it will be returned to the IRS to wait for you there. If the debit card cannot reach you, when it is not activated, it is not used.
In this situation, the money is like still with the IRS to wait for you to claim.
The entire, simple process takes weeks to come through.

The IRS now has a hotline for taxpayers to call in to trace the payment. Live workers are answering calls. But the wait line is long.

Be patient when calling the IRS or the SSA or VA, all federal governmental lines do not have enough caller representatives.
For this stimulus payment, about 20 million people are still waiting, and probably millions are calling in at the same time. The IRS was to hire more than 3,000 worker on this. Maybe they are not all hired or trained yet. And the phone puts up the three choices when it is overloaded to drop callers.

Call early in the morning or continuously try throughout the day.
When the line is too busy, it will put up three choices for us to choose and all of them are voicemail recordings.
We should be able to choose language. Then, wait on line do nothing. After the long recording of rules and regulations. Various music will come up. Each change of music is actually the phone lines are connected to agents at different regions. Eventually, a live agent will come up to talk to us.
When first time I chose language 1 English. It worked. But the user of this website said that s/he could not go through. So, I tried again. The choice of 1, 2, 3 came up.
So, the next time, I tried language choice 2. It was 21 minutes before the agent comes up. She said that she can speak English to help me.
The reason why this method works because this is the same logic and method of all SSA and IRS phone lines.
Schedule yourself a lot of time to make the phone call. If it is choice 1, 2, 3, etc. There is no need to make any choice. None of them will lead to a live agent.
When it is leading to a live agent, before it goes through, you will hear a lot of music of different types. I think it was like changing to a different music every half a minute.
For second language choice, of 2, I did not understand any of the recording message, then, the music starts. But the agent can speak English and the wait line is much shorter.
All federal agency phone line is about the same. Because it will drop callers, we can try back at different times of the day continuously. It does not have one long line from the morning and that is it.
When I call the IRS, I usually prepare myself for at least 4 hours if not whole day. This phone should be from 7 am to 7 pm. Usually, the IRS phone does not drop callers. This one apparently does. The logic is that if there are too many callers, maybe their questions can be answered by having them listening to the recording. Then, we drop them. Starting early in the morning or try language choice of 2. That is the easiest method. Otherwise, call back multiple times in the day until you get to the music. Only need to hit the language choice once. If the choice of 1, 2, 3 comes up, hang up. There is no live agent at the end.
