If you mean to claim the taxes as a deduction you would have to make sure that the tax was assessed and you received a 2018 bill for the tax. You cannot claim it as a deduction unless those have both been met.

The IRS is aware of the steps people are taking have already stated that an assessment has to have been made for teh 2018 year and a bill received or they will disallow the deduction.
