Can I have a LLC in Czech Republic as a volunteer?

CA 501C3. 12-Step Help Group-Expanding to E.U. Volunteer wants to run reimbursed expenses through his business and CA pay business. Does this establish Nexus in E.U. if his business is paid rather than the individual? We reported the reimbursed travel expenses on 990 as travel expenses, but the individual is insisting on running everything through his business for an unknown reason, maybe VAT refund? Can we have a LLC in Czech Republic as a volunteer?

There's nothing inherently unlawful about paying a company in a different jurisdiction for travel expenses related to its owner. The only difference is that the business is receiving the expense reimbursement, rather than the owner.
The Czech government may claim that the LLC is acting as an unregistered foreign business entity within Chzech borders -- but, that's not your problem. That's the LLC owner's problem.
