On a bank to bank wire transfer, does any financial institution located between the two banks have the authority to stop the bank wire and demand a Tax Clearance Fee? Mr Robert Jax who claims he is the Director, Federal Reserve Bank of Chicago stopped my bank wire and demanded that I pay $1,500 to clear the Tax Clearance Fee. He does not identify what kind of tax.

On wire transfers from one bank to another, the wire transfer goes from the initiating bank to the federal reserve to the receiving bank.

However, my research of the Federal Reserve Bank of Chicago does not show Mr. Robert Jax as a director.
