My ex-wife and I owe income taxes from 2006-2007. She has liens on her for those years and I have been working with a CPA. I just started a payment plan with the IRS. Why are they not going after her more? Also, Can I sue her for he half? Our divorce decree(2008) stated that we were both responsible for our taxes.

If the debt is joint the IRS will go after both of you until the debt is satisfied, regardless who pays, how much or how long. It will not split your liability in half and only collect fair share from you. Divorce decree has no power over the IRS. You can sue her in civil court for her share tax liability IRS took from you.
