I have defaulted on my property tax installment plan. Missed the payment by 5 days, I was out of state on an emergency. I have no mortgage on this property here in california. I was told by the tax collector's office that NO I could not reinstate an installment plan because I have over 5 years delinquent. This tax year 2015=2016 is paid.

California, Lake County. Was planning on trying to get an appt with the tax collector herself for Monday. Looks like you think I should go over her head and go straight to the state controller? Yes am trying to get a home equity loan for 16,000. But my credit is bad, so not optimistic.
