As a follow up call, the compensatory tax rule still applies for a resource who lives in Florida, travels to the client and his expenses are reimbursed. Does the compensatory tax rule apply to him as he is a resident of Florida, travels to a different part of Florida for work as a consultant? Would his expenses be taxable under this rule?

HelloThe travel expenses would be deductible because he is traveling from his main place of business (home office or local office in city of home) to another location.Consultant would most likely receive all as income from client then would deduct on business return the travel expenses.
