My wife started working for an NGO in Africa last July. Is she eligible for the IRS Foreign Earned Income Exclusion for my 2015 tax returns I am filling out right now?

If she started working in Africa in July she will not meet the time (330 days) till July 2016.

You would need to prorate the amount of Foreign Earned Income Exclusion based on actual days in 2015 that she was abroad. This is done in Part VII.

She will not be allowed the full $100,800 but the prorated amount based on her days.
