My question is whether or not mileage incurred while driving to an area where I would find more people waiting to be served. Uber maps show "surge " areas where riders have been under served and traveling a little will put you into a position to earn rather
than sit. This mileage should be deductible. No?

The mileage to such "surge" areas would be deductible if you were successful in obtaining a passenger. Driving to different "surge" areas without obtaining any passengers to transport would not be deductible.

For Uber drivers, you can deduct the mileage used for picking up passengers and driving to and from destinations.
