Generally - to request information from your tax account - you need to sign a request for the transcript.You may allow the third party to request a transcript on your behalf OR you may request a transcript to be sent to the third party.Here are forms to use

Power of Attorney and Declaration of Representative
When you are in a legal dispute - the judge for instance may order you to sign Request for Transcript of Tax Return to be sent directly to the court.
That woudl be legal way for obtaining your tax information from the IRS.
