I received a tax warrant from the state of Kansas but it was sent to my old address so I never received the letter until just last week and it says any legal appeals have been exhausted

This is a common problem. People move, and different states have different standards about what constitutes notice. You didn't say what tax years are involved, and that will have impact too.

Can you expand on a few things: the tax year or years you owe, did you file for 2013 and for 2014 in Kansas, what address was the assessment sent to, when did you move, did forwarding at the post office expire, anything else regarding the issues that might be relevant?
