If I give a house sitter $1500 to cover expenses and contingencies and do some work, do I have to issue him a 1099-MISC?

You would issue a 1099MISC if this was in relation to your business or trade.

It is not, but I read that if you pay any person or business more than $600 during the year, then you need to send them a 1099.

That is not exactly correct

If you in the course of your business or trade pay someone then you would need to look at the 1099MISC
