I had a payment plan in place but then the IRS changed my withholding

I had a payment plan in place but then the IRS changed my withholding with a Lock In Letter. They have just started to take out the larger amount, but now I notice they didn't take out the monthly installment payment? Did the Lock IN rate change terminate the installment agreement?
