My brother is a US citizen living in the Phillipines at this time. He is married to a Phillipino. I would like to know if he can file Married- Joint on his tax return and count his wife as a dependant?

RD :

Yes, he can file as married filing joint. He will have to apply for an ITIN number for his non resident spouse along with the tax return.
