When carrying over a long-term capital loss on schedule D, do I enter the carry over amount on line 14 or do I have to fill in line 8 the same as the previous year showing the description of the property?

You would just enter the carryover amount on line 14. You would not put anything in line 8 for the carryover. The description is not needed.
