Eighty year old person pays no tax all year doesn't owe any tax does she still have to file her income tax form?

Is there any income other than Social Security? If so from where & how much?

total income for the year is about 18,000.00, s/s, and an ira.

How much was the IRA? Was there a1099R issued from the IRA? Was there income tax withheld fron the 1099R?

As long as there were no income taxes withheld from either Social Security or the IRA then based upon what you have said, there is no requirement or need to file an income tax return.
