If you file your taxes one year and the next year the IRS wants you to pay the previous years taxes back because they said it was indigent. What does it mean?

It is unclear from your question whether IRS wants you to pay a previous year's taxes, or to refund (to you) excess paid by you for that year, or for you to refund an earned income credit you should not have received. Please clarify the exact wording.

The word "indigent" means "unable to pay". When you say "it" was indigent, who or what is the "it" you are refering to?
