My son has a 99 outback legacy replaced radiator cap thermastat top hose very hot bottom hose to pump cold and over heating

Most of the time this condition is caused by a problem with the head gaskets. Make sure the cooling fans are coming on, but also get a combustion test kit to check for exhaust gases in the coolant. This is a very common problem with these older Subarus. The exhaust get's into the cooling system before the thermostat can open and causes the car to overheat simply because the coolant doesn't get into the radiator.
