I have a 97 outback. climate control panel all blank,fuses

Hi, I have a 97 outback. climate control panel all blank,fuses ok. I removed and tested blower motor ok. my assumption so far is an open circuit situation, What should I check next?
JA: Have you checked the manual yet? Most vehicles have two fuse panels.
Customer: Yes checked all fuses both in footwell and in engine bay
JA: Are you fixing your Outback yourself? What have you tried so far?
Customer: yes, blower motor ok, pulled out control panel inspected it sprayed all with contact cleaner and put it back.
JA: Anything else you want the mechanic to know before I connect you?
Customer: Yes, I am an amateur with very hazy electrical knowhow, it appears to me that there is no power supply to the climate control, all other systems in outback working

Hello, do you have a volt meter or at minimum a testlight? we have to check for power in some spots
