You either have a blend door issue, air in the heater core or the heater core may be restricted. A restricted heater core is usually the cause ofa temperature difference between sides on a single zone system.

Has the coolant level been checked?

Does the temperature gauge reach operating temperature in a normal amount of time and stay there?
