If the vehicle is electrically dead then odds are the battery is dead, especially if this has happened as a result of being in a parking garage for an extended period. The battery may be bad or there could have been an electrical item left on when it was parked.

The first thing that will need to be done is try a jump start. Any towing service will be able to jump start it, many airports have free jump starting service.
