Is there a problem with the car, or are you just curious as to why it does that?
It would be considered normal for most cars to operate the fuel pump relay for a short period of time to prime the fuel system prior to start up.
If a start has not occurred, the fuel pump relay is released because there is no reason to run the fuel pump unless we will be starting the car.
