Hello there

The air con in a 1994 Subaru is basically a belt that connects on to a pump this then pumps cold gas around the car to a fan that blows past a pipe with the gas in it.

So if you have no broken belts then you more than likley ahave a small leak in the gas system that will need to be found and re charged with gas.

I do agree that the most likely cause of your problem is low refrigerant charge. A shop with the proper equipment can check this. Refrigerant does escape the system over time, and it is not unreasonable to recharge a properly functioning system once every 3-5 years. That isn't to say that you don't have a leak though. A shop can use vacuum and/or dye to detect leaks and could repair them from that point.

 

A bit less likely but also possible is that the a/c belt is not intact, the compressor fails to come on at all, or part of the system is restricted (condenser/pressure line/evaporator).
