I have torque'd down a head on a 2001 subaru forester 2.5 sohc and used the torque guide given and head bolts are loose any body got an idea bolts seem to getting tighter as it sits ?????????????????

22lbs in alpha seq then 51lbs then in reverse order 180 degrees and then another 180 degrees and then 40 to 45 angle tighten in alpha order then another 40 to 45 on bolts a and b
