I need to repair a water damahed floor joist that is on the

I need to repair a water damahed floor joist that is on the second story of a third story building with 8 ft ceilings and is a 2x10 spf spanning just under 16' it would be very difficult to cut out and replace and is also very difficult to put a full length piece from wall to wall. The ideal fix would be to bolt on a scab. Please advise on the proper way to repair. Thank you.

What is the extent of the damage?

The joist is not completely rotten but there is about a one foot long section that is deterioted and it goes a about half the way down
