Hello, I am installing a 6' tall shadowbox style fence, 3 horizontal 2x4's with 4x4 posts every 4' sunk 2' min. with concrete per our city code. I have hired contractor to install this. The slates alternate on the 2x4s attached to one side of the 4x4. This is the finished side. I am considering "finishing" the inside of the 4x4 to create two finished sides. The city has said I need to hire and engineer to certifty this revision meets 2010 windloads section 16 for Florida. Tring to limit my expenses, I feel that what I am proposing creates no more windload than a board on board 6' fence and possibly some minor decrease. If this is true could I simply compare my proposal to a same size board on board design?
