VerifiedHello. Can you define "cracking"? Is that small fissure in the wood or are you starting to fear you will go trough it?
Where are you located? (that will give me an idea of the weather condition and the kind of material cheaply available near you)
Usually i like to have a pictures of the "project" to know what to advise (always better than a description). So if you can it would be nice.

The problem with any wood surface is that small rocks stuck into tires can do little hole that eventually trap water and will cause rot or frost damage.
What you could do is install cheap membrane. Put a layer of sand and then a membrane like you see in greenhouse on top of it (this would provide some small rock puncture protection).
If by concrete you mean a big enclosure filled with sand (or filling material), that would be between 6 and 7K. Complication can come depending of the steepness of the hill and the type of soil.
Around here we often build barn ramp (similar in concept). We get whole thuja trees timber (they are rot resistant) that we flatten on two sides (giving a good 10 inch tick) with a chain saw. This can then carry tractors and last 50 years
