StructuralEng : Ok. It's just the siding that is rotting? What about the exterior wall sheathing?
Customer:
not sure what wall sheathing is? siding at ground level and wood studs is what has gotten wet, and rotting
Customer:
exterior sits on cement foundation, it is not raised,and water runs to this area, so it has to be water proof some too
StructuralEng : Wall sheathing is the plywood on the outside of the exterior walls.
StructuralEng : That's not a good situation. I can offer up a product that could help, but I'm not comfortable saying that it's appropriate for your case without being able to investigate the level of rot for myself. I would strongly recommend having a structural engineer in to check it out. You'll need to keep it open to the air and free from moisture to dry it out
Customer:
weather is working in my favor, so it should dry now pretty quickly. I can not afford and engineer at this time, or a contractor for that matter, I just happened across this and know I have to do something to prevent it from further damage

caulking this area would not be the correct thing to do? I noticed caulking that was poorly applied at floor level previously, on other areas of outside foundation and wall area, will it be appropriate to remove this and reapply, and what product would be the best to use to re-seal these areas

Caulking does nothing to restore any integrity to the affected wood. That wall is doing a lot of work and you don't want to mess around with it, seriously.

in areas not affected by rotting, is caulking the correct product to seal the gaps and protect it from water damage?
StructuralEng :
Not in a situation where it's submerged in water. You need better waterproofing.
