Is the vertical leg of the angle pointed up or down?

Actually, it doesn't matter. 4'-0" is a good number to go with, assuming the load is not eccentric to the angle. The vertical leg down is the better option, though.

Vertical leg on longitudinal side rails is pointed up and cross member legs are pointed down so bar grating is captured in side rails and rests on top of cross member flats.
