There may be a terminology gap here.  When you say quit to claim deed, it may be that it is called something different in SA.  Can you perhaps explain what you understand that to be?

Yes that is where I was going. In South Africa it is simply called a donation. So you will each donate your share to your sister.

The cost implication of that will be as follows:

Transfer cost will be approximately R 17 000 - R 18 000. You will have to appoint a conveyancer for that. That is based on a valuation of R 600 000.

There will not be donations tax levied against any of the people living outside of the country.

The two siblings in South Africa will have to pay donations tax on the portion of the donation that exceeds R 100 000.  The tax rate is 20%.  So assuming a value of R 600 000, that will mean R 4 000 per person living in SA in donations tax.  

The conveyancing cost is that R 17 000 - R 18 000.

The conveyancer will draft all the documents necessary to effect the donation.

The conveyancing cost is up for you guys to decide who pays what. There is no law that dictates who must pay it.  Traditionally it is the purchaser who pays it, but it is up to the parties to decide.

There is absolutely no alternative.  If you can find a conveyancer who is willing to do it for expenses only, that might be one way of doing it.  But the donations tax can only be avoided if you get a valuation of the property of R 500 000 or less.
