It looks like you should hire a private lawyer who can assist you directly with preparing such a letter.
I am afraid that I am not allowed to refer you to a specific lawyer, however I can suggest that you can locate a suitably qualified lawyer in your area who will be able to assist you with your query at www.southafricanlawyer.co.za. You can use the left hand menu on that website to refine your search to lawyers working in your area!
You'll need to speak to the lawyer directly about his/her charges as they vary depending on a number of factors. e.g. small firm / big firm, years of experience, etc ...
I am also of the opinion that you have been caught by a SCAM.

You need to keep in mind that most of the time the true owners of the website are hidden, and it is almost impossible to find out who they are. Also, the website is most probably run from some strange country in Europe or some channel island which makes it REALLY hard to litigate in. You'll almost most probably need a lawyer in that country - so you are looking at paying BIG money to lawyers to try recover your money.
You need to look at what it will cost you, and what probability that the lawyers will succeed, versus how much money you've actually lost! You need to make a judgment call, because no lawyer can guarantee you that they will even succeed in recovering the money. What happens if the company goes bust? Then you'll have a judgment against a company which has been liquidated ...

I've tracked Betty's cellphone number to Tennessee, in the USA. This is just based on her cellphone number. It means that Betty lives there, but she could just be an agent. The website might operate in a completely different country! Also, Betty could be using a stolen cellphone - so Betty might not even be Betty!
