Is it legal to tender R 0 for an item on a Government tender

Hi There - if a person likes to operate at a loss they can tender whatever they like even zero rands - but I would be highly suspicious of such conduct - could it not be that they are tendering on a parcel of items and they are increasing one side and charging free on the other to try get the business?
