I know that you mentioned that you uninstalled Adobe Flash but please follow the steps here: https://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html
There is an uninstaller program on the page along with additional steps to make sure the program is completely removed then you will need to restart your computer. After the restart, download Flash player again and see if it works.
