In the attached file is an image of a floor plane and i simply am recreating it. I need to know how to make those red arrows with numbers

It could possibly be what is called an Extrusion Cut marker.

But I am not sure of this. Does that sound likely or familiar? can you find a reference to that in the Help for your AutoCAD version, whatever version it is?

Then I admit, I cannot tell you what they are. It looks to me like a placement mark for something with a serial number or a lot number. But I don't know specifically.
