When I want to "save picture as...." from the Internet I get error message "Path does not exist. Check the path and try again." What does this mean? I've done this in the past with no problems. Want to save to Pictures Library.

This is a curious problem. You may be trying to save the picture to a location that you do not have permissions for. Please, try saving the picture to either your Pictures folder or your Desktop. That should work.
