If you want SSA to withhold federal taxes they will. You just need to complete the W4-V and either mail it or take it to your local SSA office.

Here is the form https://www.irs.gov/pub/irs-pdf/fw4v.pdf

They will not withhold for state.

I did not say they would not, I said you complete the form I gave you a link to and then mail it or take it to the local SSA office.
