my wife's ss is estimated to be ~$150 mo due to government pension wind-fall. I am eligible for SS at about $3000 mo. Will she be eligible for survivors benefits if I die first

Unfortunately yes, her survivor benefits will also be reduced. WEP (windfall elimination provision) applies to her own benefits and GPO (government pension offset) will apply to her spousal and survivor benefits. Her survivor benefits will be reduced by 2/3 of her pension.

OK, so her SS benefit has been reduced to about 150/ mo.
My SS is about 2800/mo. If I die first would she then be eligible for something like $900 survivors (1/3 of the $2800)?

It depends on her pension. What is her pension? She would get 2800 - 2/3 of her pension.

she receives $6,200 mo. from a non-SS government pension and was told by SS that she would be eligible for about $150/mo bases upon her previous contributions to ss.

That would be benefits based on her own records. WEP reduction is smaller than the government offset.

Spousal and survivor benefits are calculated differently.

2/3 of 6,200 is about 4140.

2800-4140 is -1340, which is less than 0. She will not be eligible for any survivor benefits. Her pension will eliminate her survivor benefits.
