First, social security benefits cannot be inherited. When a person receiving social security benefits dies, the benefits stops, nobody else can continue receiving them.

After your mother's death your step father is eligible for widower/surviving benefits based on her records. BUT he can only collect ONE BENEFITS AT THE TIME. He can choose between his own or his widower benefits but he cannot receive both at the same time. It all comes down to whoever benefits are higher.
