Windfall Elimination Provision:...

Windfall Elimination Provision: I am A CSRS retiree and paid into Social Security for approximately 15 years. Why am I not entitled to full social security benefits that I have paid. Also why is my wife also penalized??

First a couple of foundational things.

...

The W.E.P. IS discriminatory ... the whole Social Security System is discriminatory ... HEAVILY weighted to the lower income. It's a form of social insurance.

...

The WEP was signed into law by Ronald Reagan to shore up the social security system when projections showed that it was beginning to fail (it only takes a few years of receiving Social Security to get everything you ever paid in the form of FICA ... DO the math ... after that Social Security benefits are being funded by current taxpayers).

The WEP for the worker's own work record benefit (and the GPO for the workers spousal and survivor benefits) only applies TO the worker that has a pension form a non-social security system.

...

If you have a full 30 years in the social security system the WEP does not reduce your social security benefit and the GPO does not reduce any spousal or survivor benefit that might be coming to you.

...

The WEP can never completely eliminate your social security benefit. The GPO, however, can completely take any spousal or survivor benefit to zero (The GPO reduces Social Security Spousal and Survivor benefits by 2/3 of you non-Social Security pension)
