My sister has Retired from the Calif. Teachers retirement System. She was told that she could collect SS from her deceased ex husband but never has. Is this the facts or can she reapply? What makes her a double dipper?

The facility for eliminating/reducing this "double dipping" is called the Government Pension Offset, (GPO).

See this, from SSA's flyer on GPO:

"If you receive a pension from a federal, state, or local government based on work for which you didn’t pay Social Security taxes, we may reduce your Social Security spouses or widows or widowers benefits. This fact sheet provides answers to questions you may have about the reduction."

The way this works is as follows:

They’ll reduce her Social Security benefits by two-thirds of the government pension.

...

In other words, if she gets a monthly CTRS pension of $600, two-thirds of that, or $400, must be deducted from her Social Security benefits.

As an example, if she's eligible for a $500 widows benefit from Social Security, she’ll get $100 a month from Social Security ($500 – $400 = $100)
