Yes, this was passed to reinforce and legitimize the reporting that, quite honestly, has been going on for some time. Information sharing between the federal government and the states has been growing rapidly ... especially during this time of budget shortfalls. States can capture Federal Tax refunds for state tax debt owed and vice versa. Child support back pay, student loan defaults, you name it ... It's all part of the infirmation sharing that's being going on for years., under the authority of sovereign immunity by states and federal supremacy by the federal government
