Is the husband allowed to draw spousal benefits from his wife's social security, even when he is drawing social swecurity?

It depends on the situation.

If the spouse has reached retirement age and if the husband's benefits would be less than the benefits that he would be eligible for under the wife's earnings, then Social Security Administration would pay the husband a combination of benefits from the wife's and husband's benefits that would total a higher amount. The husband WILL NOT be paid two separate benefits, but would receive a combination of both benefits ONLY if the spousal benefits would be higher.
