I and my wife both work and have been paying into SS through payroll reductions. I previously worked as a teacher and draw state retirement for that work. When I retire I think I will not be eligible for SS payments, but my wife does not draw any other retirement benefits. Will she qualify for SS payment benefits when she retires if we file as individuals?

I'm not sure what you mean when you say "if we file as individuals"? Your wife should be eligible for Social Security benefits irrespective of your situation. If you mean "if we file as individuals" as it relates to your income tax return, that will have no bearing on her Social Security benefits which she will be entitled to irrespective of how you file your income tax returns which in 99.9% of the time would be "Married Filing a Joint Return"
