If you bought a used iPhone from someone and you get an error message when you put your SIM card in, it means that your iPhone is locked to a different carrier than yours. If your sim card works but you repeatedly get a message asking you to sign-in to an Apple account that is not yours, then the previous owner probably neglected to deactivate “Find my iPhone”. If this is the case, you won't be able to use it until the previous owner deletes the iPhone from his/her iCloud account. Erasing and resetting the phone is not enough. It must also be removed from their icloud account. You will not be able to unlock it yourself.
