I damaged my phone and have the replacement (both iphone 6s)

Hi! i damaged my phone and have the replacement (both iphone 6s) and the damaged phone says "iphone is disabled" and then "connect to itunes." I am trying to download the data from the old phone to itunes so I can transfer it to the new phone but it will not let me download the information if the phone is locked.
JA: How old is the phone?
Customer: it was purchased in 2016
JA: How long has this been going on? What troubleshooting have you tried?
Customer: as long as ib i've been trying to transfer the data to itunes
