Try making sure Flashlight is enabled:

- swipe up from the bottom of the screen, to bring up Control Center.

- tap on the Flashlight icon at the lower left.

As for the camera - some updates to iOS produce a disabled-front-camera configuration. Go into your camera settings and see whether one camera is disabled.
